I am writing to ask your support for the candidacy of Dennis M. Delehanty, Director for Postal Affairs at the U.S. Department of State, for the position of Deputy Director General of the Universal Postal Union. The election will take place at the 2012 UPU Congress in Doha, Qatar.

As his attached resume confirms, Mr. Delehanty is uniquely qualified to guide the UPU through the challenges which postal regulators and managers worldwide shall face in the coming years. He has a proven track record of leadership in such UPU initiatives as the EMS Cooperative and the Quality of Service Fund Board of Trustees where he developed creative and forward-thinking programs that produced dramatic improvements in service quality worldwide.

Mr. Delehanty, who grew up in a family steeped in postal culture, began his postal career in Boston in 1970 as a temporary mail handler and continued as a part-time clerk and letter carrier for seven years to support his college expenses. Four decades later, Mr. Delehanty has gained more than thirty years of experience in the UPU itself as a staff member and later represented the United States at seven Congresses. He brings a broad perspective to this position, having worked as an operator for the U.S. Postal Service, as an international civil servant at the UPU International Bureau in Bern, and, most recently, as the lead postal policy expert and head of delegation for the U.S. Department of State.

Mr. Delehanty is well known in the UPU, where he has earned the respect of delegates for his inclusive approach to finding ways forward that balance the interests of all stakeholders, particularly to the needs of both developing and developed countries. In large part, his postal experience and leadership skills have been enriched by his demonstrated interest in and commitment to understanding the cultures and major languages of UPU members. I can assure you that his communication skills in French, Spanish, Russian, Chinese, and Portuguese, which he gained over the past three decades in service to the worldwide postal community, are truly exceptional. 

I hope that we can rely on your country’s support for Mr. Delehanty’s candidacy for the position of UPU Deputy Director General at the election in Doha next year.
