Agenda Item 76: UN Relief and Works Agency for Palestine Refugees in the Near East

Mr. Chairman,

The United States is deeply concerned about the humanitarian needs of Palestinian refugees that are served by the United Nations Relief and Works Agency. In recent months we have coordinated closely with the Quartet and other major donors on efforts to address the economic plight of the entire Palestinian civilian population.

The United States' deep commitment to the welfare of Palestinian refugees is reflected in our 2002 contribution to UNRWA of almost $120 million, of which $30 million was for UNRWA's emergency activities in the West Bank and Gaza. We are UNRWA's largest contributor to both the regular budget and emergency appeals. During the last year, Israelis and Palestinians alike suffered the consequences of terrorism and a deteriorating security environment. The situation has presented important challenges for UNRWA. UNRWA's efforts to provide essential services in its five fields of operations, as well as its on-going emergency operations in the West Bank and Gaza, have been remarkable. We commend the dedication and professionalism of UNRWA staff.

Even against the backdrop of these difficult circumstances, UNRWA must continue its management reform process. UNRWA has clearly made some advances in this regard. The United States believes that effective management reform must also include steps to revitalize UNRWA's relationship with its stakeholders, and we have encouraged UNRWA to look closely at specific measures it could take to improve this relationship. Strengthening our partnership can serve only to strengthen the welfare of the Palestinian refugees.

Mr. Chairman,

The United States would like to be able to support all the resolutions considered under this agenda item, provided the language remains focused on humanitarian concerns of the refugees and the assistance provided to them by UNRWA.

I would like to conclude by commending those who have recently announced financial support to UNRWA. I also want to encourage all member states represented here today to demonstrate their concern about Palestinian refugees through such financial contributions. I can assure you that the United States plans to continue a high level of support.
