Ambassador Davies, U.S. delegate to the IAEA (Swept. 24): "This vote was very close, there were no winners, there were no real losers in this vote, as far as I'm concerned. But what's important here is that we have preserved a chance for the peace process to move forward and we have preserved the opportunity with that peace, when that peace is achieved, for what we would all like to see, which is not just the Middle East as a zone free of weapons of mass destruction, but the entire world."
