Mr. Ruggiero is the Senior Deputy Special Representative (SRAP) and Deputy Assistant Secretary for Afghanistan and Pakistan. He was the Acting SRAP from December 2010 to February 2011. From July 2009 to July 2010, he was the Senior U.S. Civilian Representative for Southern Afghanistan. Mr. Ruggiero was Acting Assistant Secretary for Political (PM) Affairs from January –June 2009 and served previously as the Principal Deputy Assistant Secretary in the PM Bureau and PM Deputy Assistant Secretary for Defense Trade and Regional Security. Mr. Ruggiero has been a leading figure in the Department on U.S. security strategy in the Middle East and South Asia.

Mr. Ruggiero is a career civil servant and has served in several positions in the Departments of State and Commerce. Mr. Ruggiero has an M.A. in Middle Eastern Affairs from American University and has completed all requirements for a Ph.D. (but the dissertation) in U.S. Foreign Policy in Asia from the University of Virginia.
