Special Representative Holbrooke: We have increased our aid to the military but we have vastly increased our aid to the civilian side. So the US support of Pakistan is measurably higher. We have also listened carefully to Pakistan's own views so that our aid programs now are not put into place unilaterally, but only after the closest consultation with the ministries and the private citizens in Pakistan....Many of their (Osama bin Laden and Mullah Omar) associates have been apprehended or killed. Those two people you mentioned are still at large, but they are under an intense pressure. The al-Qaida network has been severely degraded in recent years in efforts that both our countries work on.
