Summary Report of the Chair: North America-SICA Dialogue on Democratic Security

April 30, 2013

A Final Communiqué was adopted that provides all participants a road map for common action in the near future.

A Framework Document was adopted that institutionalized the Dialogue among North America and SICA.

The Central American Security Strategy (ESCA) was reaffirmed.

On Theme I - Chemical Precursors:

  • A commitment to hold a national authorities meeting to consider actions to more effectively address the precursor chemical challenge in Central America.

On Storage and Destruction

  • Central American states will, with guidance from the Organization of American States (OAS), United Nations Office on Drug and Crime (UNODC), International Narcotics Control Board (INCB) and other relevant organizations, will develop and implement a comprehensive Central American plan to address safe storage and destruction of seized precursor chemicals. This will build off of OAS technical assistance provided with support from the United States.
  • Participants will share expertise, including enforcement and technical to help enhance Central American states capacity to interdict, store, and destroy precursor chemicals.

On International Cooperation

  • All participants will urge international trading partners to improve communication and information sharing on precursor chemical shipments to Central America.
  • All participants will share legislative and regulatory experience on precursor chemical control to help Central American states develop and enforce national legislation.
  • Central American states will collaborate with the International Narcotics Control Board and take full advantage of the PICS and PEN Initiatives. (Precursors Incident Communication System (PICS) and Pre-Export Notification (PEN))
  • All participants will collaborate on prosecution on judicial matters to ensure a higher rate of convictions on precursor diversion cases.

On Theme II - Prevention of Crime and Violence:

  • All participants are committed to prevention as an important component of activity in Central America.
  • All participants will support the continued adoption of prevention policies and programs in SICA states to implement community based programs to reduce crime and violence.
  • All participants will seek to elevate youth in development to address socio-economic challenges that adversely impact Central America’s growing youth population.
  • All participants will continue the implementation of integrated and comprehensive youth crime and violence reduction programs that include prevention, intervention, reinsertion, and law enforcement components.
