$3 Million for a 3-Year Period

WHEREAS, the Secretary General of the Central American Integration System (Sistema de la Integracion Centroamericana "SICA") (Grantee) and USAID entered into a Limited Scope Grant Agreement (the Agreement) dated September 22, 2006, to set out the understanding of the Parties named above regarding the "Regional Gang Prevention Activity;" and obligated funding for the same Activity;

WHEREAS, the Grantee and USAID wish to further collaborate in this activity and are considering the expanding the Agreement through a separately executed formal Amendment;

The objective of the Activity is to work in collaboration with the Secretary General of SICA to:

(1) Provide sub-grants to jump start public-private initiatives to prevent at-risk youth from joining gangs.
(2) Assess regional legal/justice frameworks and practices, and promote multi-country policy and legal reform, to improve the treatment and rehabilitation of youth, including juvenile justice system reform in Central America and Mexico; and
(3) Collaboration with and assistance to the Secretary General of SICA as a catalyst for regional plicy reform and harmonization; and to support bringing together relevant stakeholders to spur development of policy initiatives and implementation of those reforms.
