The first Meeting of Ministers Responsible for Public Security in the Americas (MISPA) took place October 2008 in Mexico City, Mexico. MISPA is attended by the Ministers of Public Security or Attorneys General of the member states of the Organization of American States (OAS) with responsibilities in the area of public security. MISPA is supported by the OAS and its Secretariat of Multidimensional Security.
MISPA is held biannually. The venue of each MISPA is determined by offers made by states at each ministerial meeting. The Public Security Ministerial is structured around a high level dialogue of Ministers. Every MISPA issues a final document or political declaration highlighting particular issues of concern to public security. MISPA serves as a hemispheric forum for information and experience sharing, public policy coordination, and cooperation. MISPA focuses on the five pillars identified at the first MISPA: (1) public security management, (2) prevention of crime and violence, (3) police management, (4) citizen and community participation, and (5) international cooperation. MISPA was institutionalized in 2010 at the second meeting in the Dominican Republic. MISPA II adopted the “Consensus of Santo Domingo on Public Security,” which expressed the desire of the member states to forge ahead with implementation of the Commitment to Public Security in the Americas and their interest in exchanging best practices and experiences in relation to the pillars identified in MISPA I. MISPA III, which focused on police management, adopted the “Port of Spain Recommendations for Police Management,” which included support for professionalization and training for personnel responsible for public security and a request to the General Secretariat of the Organization of American States to prepare an inventory of training programs offered by member states. The ministers also mandated the creation of the Subsidiary Technical Group on Police Management which met on October 9-10, 2013 in Mexico City. MISPA IV will take place on November 21-22, 2013 in Medellin, Colombia and will focus specifically on international cooperation.
