The report praised Virtual Presence Posts and highlighted that the number of American Corners increased from 180 to 257 between 2004 and 2005. The Commission recommended that PD practitioners adopt a more flexible, connected, and cross-cultural approach, focus resources on successful programs, modernize the Smith-Mundt Act (because information is borderless), engage appropriate technologies, increase partnerships with the private sector, and encourage country-specific research strategies for measuring results.
