State Dept PhotoMr. Riche serves as the Managing Director of the Office of Information Technology, which provides a full array of computer services to the public diplomacy bureaus of the Department of State and supports the broader public diplomacy community. Mr. Riche is the principal information technology advisor to the Assistant Secretary for International Information Programs (IIP) and the Assistant Secretary for Educational and Cultural Affairs (ECA).

Mr. Riche’s staff of 100 government and contract employees serves 850 domestic customers and advises public diplomacy professionals at more than 200 embassies overseas. He is a member of the Senior Executive Service and has managed a wide variety of projects during his years in the Information Technology field.

Mr. Riche holds a Master of Science in Administration from Central Michigan University, a Bachelor of Arts with Honors from the City University of New York, is a graduate of the Federal Executive Institute’s Leadership Program, served as a Council for Excellence in Government Fellow, and is a graduate of the General Services Administration’s Trail Boss Program. He is a native of New York City.
