
C. S. Eliot Kang, Ph.D., is Deputy Assistant Secretary for Nuclear Nonproliferation Policy and Negotiations in the Bureau of International Security and Nonproliferation and serves, concurrently, as Special Adviser for North Korean Denuclearization. From January 20 to June 15, 2009 he served as Acting Assistant Secretary for the bureau. Before that, he was Deputy Assistant Secretary for Threat Reduction, Export Controls, and Negotiations.
Dr. Kang joined the State Department in 2003 and served as a senior adviser in the Arms Control Bureau. A former professor, Dr. Kang taught international security at the University of Pennsylvania and Northern Illinois University and has held fellowships at the Council on Foreign Relations and the Brookings Institution. His writings have appeared in such publications as International Organization, Australian Journal of International Affairs, and The New York Times. Dr. Kang received his Ph.D. from Yale. He also studied at Princeton and received his A.B., summa cum laude, from Cornell. His professional background includes working as an investment banker specializing in mergers and acquisitions for Dillon, Read & Co., Inc. Dr. Kang was elected to life membership in the Council on Foreign Relations in 2002.
