Lesley C. Ziman, a career member of the Senior Executive Service, serves as the Acting Director of U.S. Foreign Assistance Resources (F), an Assistant Secretary equivalent. As the Acting Director, Ms. Ziman manages the Department of State and U.S. Agency for International Development (USAID) foreign assistance budget. She leads foreign assistance resource coordination between State and USAID and across other U.S. government foreign affairs agencies.
Prior to this, Ms. Ziman served as the Managing Director for Regional and Global Issues in the U.S. Department of State’s Office of U.S. Foreign Assistance Resources (F). She coordinated the allocation of more than $30 billion in foreign assistance resources for the Department and U.S. Agency for International Development (USAID) and advised the Director of U.S. Foreign Assistance Resources on strategies, programming, and resource decision-making.
Ms. Ziman joined F when it was established in 2006 and previously served as the Director for Global Issues and Presidential Initiatives and the Director for South and Central Asia.
Prior to joining F, Ms. Ziman worked in the Office of the Middle East Partnership Initiative in the Bureau of Near Eastern Affairs. Ms. Ziman joined the Department in 2002 as a Presidential Management Fellow in the Bureau of Resource Management. Prior to joining the Department, she worked for the American Israel Public Affairs Committee. Ms. Ziman holds a B.A. in Middle East Studies from the George Washington University and a Masters in Public Policy from the University of Maryland.
