
Mr. Robinson was born in Hartford, Connecticut. He received a Bachelor of Arts degree from the University of Notre Dame and his Master's degree from Christ the King Seminary. He went on to receive his second Master's degree from the National Defense University.
Mr. Robinson entered the Foreign Service in 1985 and has served in the Dominican Republic, El Salvador, Iceland, Bolivia and Paraguay. He has also served in Washington, DC with the Department of State in a variety of capacities, including Watch Officer, Desk Officer with the Office of Central American Affairs, Career Development Officer, and Refugee Officer. In 1996, Mr. Robinson was detailed to the United States Senate as Foreign Affairs Advisor to Senator Joseph Lieberman. Earlier in his career, he was detailed to the Office of the Vice President as a National Performance Review Analyst.
