William E. Todd
Inspector General, Acting
Term of Appointment: 01/15/2008 to present

Upon the departure of Howard Krongard, William (Bill) Todd was named Acting Inspector General. He had been appointed on June 15, 2006, as Deputy Inspector General of the Department of State and the Broadcasting Board of Governors. Mr. Todd directs all Office of Inspector General activities, domestically and abroad, including 260 diplomatic missions in 163 countries and international broadcasting operations in 61 languages that reach an audience of more than 100 million people around the world.

Prior to his assignment as Deputy Inspector General, Mr. Todd served in the Bureau of International Narcotics and Law Enforcement Affairs (INL). Over a 4-year period, Mr. Todd served in several INL senior positions including Principle Deputy Assistant Secretary (PDAS), Deputy Assistant Secretary for International Civilian Police and Rule of Law Programs (CivPol) and Asia, Africa, Europe and the Middle East (AAE), as well as Executive Director/Controller. As PDAS, he was the Chief Operating Officer for global programs, including all post-conflict activities. His leadership placed him at the forefront of international programs for police training, rule of law, and counternarcotics efforts in some of the most hostile places on earth including Iraq, Afghanistan, and Colombia. Mr. Todd managed more than 4,000 employees and contractors in more than 75 theatres of operation. As INL's Executive Director/Controller, he managed about one-sixth of the State Department's Budget (over $3.5 billion), and one-fourth of its assets.

Mr. Todd has held several other senior positions within the U.S. Government, including Executive Director (Bureau of Resource Management, Department of State), Director the Office of Security and Management (Office of the Secretary, Department of Transportation) and Director of Planning and Resource Management (Department of Commerce, U.S. and Foreign Commercial Service).

Mr. Todd has been a career member of the Senior Executive Service for over 10 years. He has been highly decorated and recognized throughout his career for his strong program and management skills, receiving a Presidential Rank Award in 2005, and SES meritorious performance awards in 2007, 2006, 2004, 2003, 2001, and 2000. He also received two Special Act Group Awards (Iraq/Jordan and Afghanistan) in 2004, a Director General's (US&FCS) Special Act Award (China) in 1996, and a Bronze Medal at the Department of Commerce in 1988. 

Mr. Todd is also a Certified Public Accountant, licensed in the State of Virginia.
