Richard Sokolsky, a career member of the Senior Executive Service, is responsible for post-conflict stabilization and reconstruction, counter-terrorism, political-military, and foreign assistance issues.

Prior to joining Policy Planning in March 2005, Mr. Sokolsky served in a variety of positions in the State Department's Bureau of Political-Military Affairs, including Senior Advisor to the Assistant Secretary of State for Political-Military Affairs and Director of the Offices of Policy Analysis, Defense Relations and Security Assistance, and Strategic Policy and Negotiations. He was a member of the Policy Planning Staff from 1985-1987 and a Senior Fellow at RAND (1997-1999) and the Institute for National Strategic Studies at the National Defense
University (2000-2003).

Mr. Sokolsky is the author of The United States and the Persian Gulf: Shaping Security Strategy for the Post-Containment Era; Persian Gulf Security: Improving Allied Military Contributions; and NATO and Caspian Security: A Mission too Far? His articles have appeared in numerous journals and newspapers, including the Washington Post, New York Times, Wall Street Journal, Los Angeles Times, Survival, and the Washington Quarterly. He has a B.A. in History and Political Science from Vanderbilt University and M.A. from the Johns Hopkins University School of Advanced International Studies.
