Lauren E. Baer joined the Policy Planning Staff as a Franklin Fellow in January 2011. Her portfolio covers democracy, human rights, and labor issues, as well as U.S. engagement with civil society. Previously, she was a senior associate in the Litigation/Controversy Department of Wilmer Cutler Pickering Hale and Dorr LLP, and clerked for the Honorable Robert D. Sack on the United States Court of Appeals for the Second Circuit. She also performed short-term consulting work for the United Nations Development Programme and the Independent Inquiry Committee into the United Nations Oil-for-Food Programme. She holds a B.A. from Harvard, a J.D. from Yale, and an MPhil from Oxford.
