Judy Garber assumed duties as the Principal Deputy Assistant Secretary in the Bureau of Oceans and International Environmental and Scientific Affairs (OES) on August 15, 2012. From 2009 to July 2012, she served as U.S. Ambassador to the Republic of Latvia, and from 2007 to 2009 as Deputy Assistant Secretary for North and Central Europe in the Bureau of European and Eurasian Affairs (EUR). She has also served as the Director of the Office of North Central Europe as well as Director of the Office of Development Finance in the Bureau of Economic Affairs (EB). In addition to her assignment as Ambassador, Ms. Garber served overseas at U.S. Embassies in Madrid, Prague, Mexico City and Tel Aviv.
Ms. Garber is a graduate of Georgetown University. Prior to joining the Foreign Service, she worked at the Board of Governors of the Federal Reserve Board and the Department of the Treasury.
