Whitney Baird joined EB/TPP (Trade Policy and Programs) as Acting Office Director for Multilateral Trade Affairs in August 2009, and she was named Director in September 2010. Prior to this assignment, Ms Baird served as Acting Special Representative for Commercial and Business Affairs, also in EB. Ms. Baird was Economic Counselor at the U.S. Embassy in Madrid, Spain from 2004-2007. Ms. Baird has also served overseas in Dakar, Senegal; Lome, Togo; Toronto, Canada; and Yaounde, Cameroon. She has served in Washington as Deputy Director of the State Department Operations Center, Senior Watch Officer, Secretariat Staff Officer and Watch Officer. Ms. Baird graduated from the University of North Carolina with a degree in Political Science. She earned a Masters in International Security Studies from the National War College. She also attended the Department of State’s Economic Course.
