Tony’s family immigrated to Massachusetts from the former Portuguese African colony of Cape Verde and he spent his formative years on Cape Cod. Tony graduated from Boston College and the School of Law at the University of Minnesota. Tony joined the Foreign Service in 1997 as an economic officer, and has served in several career tracks.

Tony is a political military officer in the Office of Political Military Affairs at the U.S. Embassy in Ankara, Turkey. Other assignments include deputy economic counselor, American Embassy, Abuja, Nigeria; environment, science and technology officer, American Embassy, Moscow, Russia; Deputy Director for African Affairs, Executive Office of the President, Office of the United States Trade Representative; special assistant, Diplomatic Readiness Task Force; watch officer, Operations Center in the Executive Secretariat; political and consular officer, American Embassy, Ottawa, Canada; and consular officer, U.S. consulate general, Shenyang, China.

He is a recipient of three Superior and two Meritorious Honor Awards, and the Recording Industry Association of America Award for Excellence for promoting the arts and the protection of intellectual property in Nigeria. Tony is a member of the Bar in the Commonwealth of Massachusetts, a former Term Member in the Council of Foreign Relations, and a graduate of the International Career Advancement Program. He speaks Turkish, Russian and Mandarin Chinese.

Prior to State, he was a Legislative Assistant in the Office of former Congressman Joseph Kennedy. Tony’s wife is a Foreign Service officer and he has a daughter and son with him in Ankara, Turkey.
