Assistant Secretary Brownfield (right) and New York City Police Commissioner Raymond W. Kelly signed a Memorandum of Understanding (MOU). This agreement continues the cooperation between INL and NYPD to provide police assistance, training, and mentoring to the Haitian National Police.
