Chloe Schwenke is one of three openly transsexual political federal appointees under the Obama Administration. As a member of the Senior Executive Service, she serves in a dual role as Senior Advisor for LGBT Policy for USAID globally, and as the Senior Advisor to USAID's Africa Bureau on Democracy, Human Rights, and Governance. Prior to joining USAID in 2010, Chloe was an international development practitioner, academic, and ethicist who has advised USAID, the World Bank, the Inter-American Development Bank, the United Nations Development Program, and leading NGOs.
Chloe's career has included 14 years of work based in Africa: Kenya, South Africa, and one year as a Fulbright professor at Makerere University in Uganda. Her scholarly interests include international development ethics, LGBT human rights, gender & development, and leadership ethics. As a practitioner, her experience has centered on the design, management, implementation, and evaluation of a wide range of gender, local governance & decentralization, civil society capacity building, conflict, and leadership programming. Chloe has also assisted in the formation of three nongovernmental organizations active in development ethics and the facilitation of development services for sexual minorities.
Chloe received her Ph.D. in public policy at the School of Public Policy at the University of Maryland at College Park. She pursued undergraduate studies at Syracuse University, and completed her master's at Georgetown University. Chloe is also an adjunct professor at the School of Advanced International Studies of the Johns Hopkins University, Georgetown University, and the University of Maryland. She is active in a volunteer capacity in human rights advocacy work with Equality Maryland, and is an active member of the Religious Society of Friends (Quakers). She has an extensive list of publications; among her most recent work is "Reclaiming Value in International Development: The Moral Dimensions of Development Policy and Practice in Poor Countries" (Praeger 2008).
Chloe is married and has two children.
