Veterans Month 2013: Marcellus Davis

Marcellus Davis, a career Foreign Service information technology manager for the U. S. Department of State assumed his duties as regional information management officer for the Bureau of East Asian and Pacific Affairs July 2013. He was previously assigned as the information management officer (IMO) for the American Embassy in Madrid, Spain. He has served as the branch chief of mobile computing, special assitant for the DCIO for Business Planning and Customer Service, and the inaugural IRM Executive Potential Program (EPP) at FSI. Since joining the Foreign Service in 1988, he has had various IRM assignments overseas to include Madrid, Casablanca, Damascus, Baghdad (TDY), Islamabad (TDY), Rabat, Kuwait, Vilnius, Hong Kong, Bombay, Cape Verde (TDY), and Athens.

Marcel attended the National Defense University (NDU), U.S. Department of Agriculture (USDA) Graduate School and the U.S. Department of State’s National Foreign Affairs Institute (FSI), gaining several leadership and management certificates. Mr. Davis attained a Chief Information Officer (CIO) and Advance Management Program (AMP) certification from NDU. Mr. Davis holds a contracting officer’s representative (COR) certification, API Tempest Trainer certification, as well as several IT certifications and is a Microsoft certified professional (MCP). Mr. Davis is a certified industrial firefighter and first responder. Marcel speaks fluent French, conversation-level Spanish, and some Arabic.

Mr. Davis served in the U.S. Marines from 1981-1985 and was a Marine security guard in Abidjan, Ivory Coast and Paris, France.
