Women's History Month: Georgia Hubert

Georgia Hubert is Director of Federal Assistance in the State Department’s Office of the Procurement Executive. She is responsible for worldwide grants management, policy, and training.


Ms. Hubert started her foreign affairs career 36 years ago as a purchasing agent for the Voice of America. She was designated an Ambassador of Good Will of the United States Pavilion at the 1998 Universal Exposition in Lisbon, Portugal, where she was the executive officer of the U.S. Pavilion and worked to keep the pavilion open during the bombings of Nairobi and Dar es Salaam. She was the contracting and grants officer for the Palestinian Media Centers in the West Bank and Gaza and negotiated agreements with American University to conduct digital video conference training when political tensions did not permit Americans to enter these territories. In Baghdad, Ms. Hubert set up the Quick Response Fund, a $57 million initiative at the provincial level and conducted contracting, grants and ethics training.


Ms. Hubert received the Lois Roth Award for her contributions in the field of cultural and educational diplomacy. She also has received several Franklin awards, Adjunct Faculty awards, and a meritorious honor award for making a critical difference in the effective promotion of US policies and values through the use of grants as a vital tool for public diplomacy.
