Bomb Attacks in Southern Russia

The United States condemns the bombings in southern Russia, and regrets the loss of life that has ensued. We renew our condemnation of terrorism and politically motivated violence in all forms.

These acts only reinforce the urgent need for dialogue and a political solution to the crisis in Chechnya. We recognize the right of the Russian government to defend its sovereignty and territorial integrity against armed incursion, and its obligation to protect its people from terrorist violence. At the same time, it is essential that the Russian Federation and indeed all parties to the conflict respect both human rights and international humanitarian law.

We extend our condolences to the families of the victims and to the Russian people.
