Democratic Republic of the Congo Refusal of Rebel Group to Permit U.N. Deployment

The United States Government is deeply concerned by the failure of the Rally for Congolese Democracy –Goma rebel group to permit the deployment of United Nations peacekeeping troops at Kisangani, in the Democratic Republic of the Congo on April 15. This action violates both the Lusaka Agreement and United Nations Security Council resolutions.

The United States urges the rebel group to use the mechanisms established by the Lusaka Agreement to resolve disputes and to remove immediately all obstacles to the UN Observer Mission in the Democratic Republic of the Congo’s deployment at Kisangani and elsewhere.

We also appeal to the Government of Rwanda to urge the Rally for Congolese Democracy –Goma leadership to facilitate the deployment of the Moroccan contingent to Kisangani without further delay.
