Cuba: Title III WaiverQuestion: When is our response to Chapter 3 (Title III) of the Helms-Burton Act due on the Hill? What form will it take and where are we in our deliberations?
Answer: The current suspension of the right to file lawsuits under Title III of the Libertad Act expires August 1, 2001. Under the law, the President must notify Congress of a decision to renew the suspension fifteen days prior to the day on which it would take effect. The Administration’s goal is to build an international consensus that encourages and expedites democratic and economic change and respect for human rights in Cuba. The Secretary’s advice to the President on Title III will be based on a careful assessment of the facts.
