Question Taken At June 19, 2002 Daily Press Briefing

U.S. - Cuba Migration Talks

Question: Can you provide a read out of Tuesday’s migration talks with the Cubans in New York?

Answer: The talks took place on Tuesday, June 18. Our delegation was headed by Deputy Assistant Secretary of State for Western Hemisphere Affairs Dan Fisk. Cuba’s delegation was headed by Rafael Dausa, North America Director in the Ministry of Foreign Affairs. The meeting provided an opportunity to continue pressing for full implementation of the migration accords. The U.S. stressed its commitment to fully achieving the goals of the accords – safe, legal and orderly migration. We raised concerns related to the Cuban government’s refusal to grant exit permits to many Cubans found to be eligible for U.S. visas, treatment of certain migrants returned to Cuba, and the need for the Cuban government to take back all its citizens found to be criminal excludables. We also underscored our commitment to protecting our borders, as legislatively mandated and as evidenced by the President’s recently announced plans to establish a Department of Homeland Security.
