New Requirement For Issuance of Department of State Building Pass

The Department of State's Bureau of Diplomatic Security now requires proof of citizenship for all individuals, including members of the press, applying for a Department of State Building pass.

Any applicant, including members of the press, must provide proof of citizenship to the Office of Diplomatic Security Identification Services before a building pass is approved and issued.

For US Citizens (Provide one of the following):

  • A valid U.S. Passport
  • An original or certified copy of a US Birth Certificate
  • An original Certificate of Naturalization
  • An original Certificate of Citizenship
  • A "Consular Report of Birth Abroad" (Form FS-240, FS-545, or DS-1350).

 For Non-US Citizens (Provide one of the following):

  • A valid passport with both Form I-94 (white card) issued by the Immigration and Naturalization Service (INS) and a valid "I" (journalist) visa.
  • A valid Permanent Resident Card (Form I-551 or Form I-94) bearing a Temporary I-551 stamp and a photograph of the individual).
  • A valid INS Employment Authorization Document (Form I-766, J-688B, or I-688A).
  • A valid INS-issued document (e.g. Form I-94) indicating that the individual is permitted to work in the U.S.
