Secretary's Meeting with Guatemalan President

Secretary of State Colin L. Powell met Monday afternoon, February 11, 2002, with Guatemalan President Alfonso Portillo. During the meeting, Secretary Powell expressed appreciation for the counterterrorism measures undertaken by the Guatemalan Government, including its public statements, its ratification of key international conventions and its passage of anti-money laundering legislation. Secretary Powell also congratulated President Portillo for the progress made in reducing tensions on the Belize border and for his determination to resolve the issue.

President Portillo’s recent announcement of a comprehensive anticorruption plan, in concert with the World Bank, is also a positive sign for Guatemala and the international donor community. Secretary Powell and President Portillo agreed that our governments share the conviction that the advancement of the Peace Accords, transparency of public expenditures and the reduction of corruption are key components of participatory democracy.

We are gratified by President Portillo’s enthusiasm for President Bush’s proposal to explore a free trade area with Central America. We look forward to Guatemalan society participating fully in the process and benefits.
