Statement of Concern Regarding Vietnamese Montagnard Refugees in Cambodia

We expect the governments of Vietnam and Cambodia to adhere to the letter and spirit of the January 21 trilateral agreement to resolve the Montagnard refugee problem in compliance with international conventions and humanitarian imperatives.

Setting an arbitrary date on return would violate the core principle that all repatriations must be voluntary, based on credible, meaningful pre-repatriation inspections, and counseling by UNHCR.

We shall seek clarification from the Governments of Vietnam and Cambodia of the disturbing news reports received today.
