Question: Has the Department of State received complaints from the British government about the planned execution this week of a U.K. citizen? Answer: The Department of State has received no interventions from the British Government regarding dual U.S./U.K citizen Tracy Housel, who is scheduled to be executed in the State of Georgia on Tuesday, March 12. · We understand, however, that British officials have been in contact with law enforcement authorities in Georgia regarding Mr. Housel. · Both the U.S. and British governments have historically held that the Vienna Convention on Consular Relations does not require consular notification when the person is a citizen of the country in which he or she is being detained. · Nonetheless, Georgia authorities have permitted British consular officials access to Mr. Housel as a matter of courtesy. · Further questions should be directed to Georgia state officials. |
