North Korean Claims on Reprocessing

Question:  What language did North Korean diplomats use to claim to U.S. officials that they have completed reprocessing spent fuel?

Answer:  Diplomats assigned to North Korea's Mission to the United Nations made their claim to U.S. officials in English.
