Details for Funding the Reproductive Health Consortium

Question: Please provide chronology details on the Reproductive Health Consortium’s decision not to accept funding from the U.S. Government.

Answer: On July 21, 2002, the Secretary determined that as a result of the United Nations Population Fund’s (UNFPA) participation and involvement in China’s “program of coercive abortion,” it was not permissible for the United States to fund UNFPA.

The organization “Marie Stopes International” is a major implementing partner for UNFPA in China, as well as a member of the Reproductive Health Consortium. We therefore decided on August 6, 2003 that the approach most consistent with U.S. policy would be to fund the other groups who are part of the Reproductive Health Consortium who provide HIV/AIDS work, but not to Marie Stopes International.

On August 11, 2003, the Reproductive Health Consortium declined to accept funding from the United States Government.
