U.S. Delegation to Organization for Security and Cooperation in Europe Human Dimension Implementation Meeting

2003/991

Ambassador Pamela Hyde Smith will lead the U.S. delegation to the Human Dimension Implementation Meeting hosted by the Organization for Security and Cooperation in Europe (OSCE) in Warsaw, Poland, October 6-17.

The annual Human Dimension Implementation Meeting evaluates implementation by member states of their Organization for Security and Cooperation in Europe human dimension commitments and makes recommendations on improving the human rights situation in the region. It brings together hundreds of government representatives, human rights activists, and international experts.

Ambassador Smith, a career member of the Foreign Service, served until recently as U.S. Ambassador to Moldova, where she was very active on a number of human dimension issues, including efforts to combat trafficking in persons.

In addition to Ambassador Smith, the U.S. delegation will include U.S. Ambassador to the OSCE Stephan M. Minikes, Assistant Secretary of State for Democracy, Human Rights, and Labor Lorne Craner, and the following public members: Dr. Roberta Cohen, Co-Director of the Brookings-Johns Hopkins University School of Advanced International Studies Project on Internal Displacement; Rabbi Andrew Baker, Director of International Jewish Affairs at the American Jewish Committee; and Dr. Ruth Wedgwood, Council on Foreign Relations Fellow. Representatives of the U.S. Commission on Security and Cooperation in Europe and the U.S. Commission on International Religious Freedom will also attend the Human Dimension Implementation Meeting and support the U.S. delegation.

OSCE Chairman-in-Office and Netherlands Foreign Minister Jaap de Hoop Scheffer; Polish Foreign Minister Wlodzimierz Cimoszewicz; acting UN High Commissioner for Human Rights Bertram Ramcharan; and OSCE Office for Democratic Institutions and Human Rights Director Ambassador Christian Strohal will speak at the Human Dimension Implementation Meeting's opening session.
