Questions Taken at April 23, 2004 Background Briefing

U.S.-Libyan Diplomatic Relations

Question: When was the last date of a direct U.S. diplomatic mission with Libya, i.e., not through a protecting power?

Answer: In February 1980, the U.S. closed its Embassy in Tripoli.  In May 1981, the U.S. formally ordered Libya to close its Embassy in Washington and instructed its personnel to depart the United States.

Question: Who will head the U.S. Liaison Office in Tripoli and who is the senior U.S. diplomat in Tripoli at this time?

Answer: We are in the process of notifying Congress of our intent to open a U.S. Liaison Office in Tripoli headed by a Principal Officer.  It would not be appropriate for us to comment on that process until after the discussions with Congress are complete.

The senior U.S. diplomat in Tripoli at this time is Gregory Berry.

Question: Can you provide a total for the amount of Libyan assets frozen in the United States?

Answer: According to U.S. Treasury estimates, roughly $1.25 billion in assets are blocked pursuant to the Libyan sanctions provisions.  For more details on this issue, I would refer you to the Department of Treasury.
