Use of Personal Funds to Upgrade to Business or First Class

Question:   May a Department of State employee use personal funds or personal frequent flier miles to upgrade to business or first class when authorized a government-funded coach class ticket for official travel?

Answer:   Yes. As provided in 6 FAM 147.2-4(b)(9) and ALDAC 113639 (June 29, 2001), State Department employees may use personal funds or personal frequent flier miles to upgrade to business or first class when performing official travel.
