U.S. Department of State Results Report

The Department of State today issued a report to its employees on the major accomplishments in the management area over the past three and a half years. Every Cabinet department and major agency is releasing a similar report today, and the Office of Management and Budget is publishing a Government-wide report.

From the beginning of his tenure, Secretary Powell indicated that not only was he the principal foreign policy advisor to the President, but also the Chief Executive Officer responsible for leading and managing the Department. He has often underlined the importance of the Department being properly organized, manned, and equipped to conduct our nation’s foreign affairs.


The Department of State’s Results Report is organized around the Secretary’s management priorities. Since January 2001, these priorities -- frequently and consistently enunciated by the Secretary, Deputy Secretary, and Under Secretary for Management -- have been: People, Security, Technology, Facilities, and Management Reform and Improvement.


As an overview of the results discussed in this report, the Department:

  • met ambitious goals for recruiting and hiring;
  • increased training significantly;
  • implemented new worldwide unclassified and classified IT systems ahead of schedule and under budget;
  • accelerated construction of safe, secure, and functional embassies;
  • deployed numerous security improvements both overseas and domestically;
  • created a new performance management and budgeting system; and
  • improved its financial management system substantially.
