Is this a legislative group, embassy staff, or private citizens non-governmental groups? Answer: U.S. participation in the Organization for Security and Cooperation in Europe's Office of Democratic Institutions and Human Rights (ODIHR) Election Observation Mission in the Ukraine run-off election will include around 100 private U.S. citizens, as well as an additional dozen or so observers from the State Department and other U.S. government agencies. There may also be staffers and members of Congress who will take part or observe under auspices of ODIHR or the OSCE Parliamentary Assembly, but no decision has been finalized in this regard.
