Answer: Libyan Foreign Minister Mansur Kikhia visited Secretary of State William Rogers on October 17, 1972, to discuss the delivery of F-5 aircraft, Libya’s use of such aircraft, and Libya’s involvement in the affairs of other nations in the region. Previous visits by the Libyan Foreign Minister to the Secretary of State in Washington include Ahmad Bishti on October 17, 1967 (Secretary Dean Rusk); Wanis al-Qaddafi on October 17, 1962 (Secretary Rusk); and Mustafa Ben Halim, who served as Prime Minister and Foreign Minister, on July 13-17, 1954 (Secretary John Foster Dulles). Libyan Foreign Minister Abdel-Rahman Shalqam met with Secretary Rice on September 23, 2006, and with Secretary Colin Powell on September 24, 2004; however, both meetings took place in New York in conjunction with the United Nations General Assembly. 2007/1140 |
