Haiti Stabilization Initiative

In addition to its ongoing assistance to Haiti, the United States will provide $20 million dollars for a stabilization initiative for Haiti. This is an innovative program that integrates security and development and strengthens government presence and local institutions in Cité Soleil, Haiti's most dangerous neighborhood and a persistent source of instability. The initiative aims to improve access to police and justice, strengthen local governance, provide vocational training and to create jobs through infrastructure and public works projects. The initiative will support the ongoing joint efforts of the Government of Haiti and the United Nations Stabilization Mission in Haiti (MINUSTAH) to establish conditions for good governance and economic growth in Cité Soleil. It will support other U.S. efforts to foster conditions for longer-term assistance projects and private investment, and could serve as a model to be replicated by other donors throughout the country.

The Office of the Coordinator for Reconstruction and Stabilization developed this initiative in partnership with the Bureau of Western Hemisphere Affairs, the Bureau of International Narcotics and Law Enforcement, and the U.S. Agency for International Development and funded through Section 1207 of the Department of Defense's 2006 National Defense Authorization Act.
