Russia: Suspension Agreement (Taken Question)

Question: Provide facts and comments about the agreement between the United States and Russia that governs how much nuclear fuel from Russia can be imported and sold on the U.S. market. Does the Department support closing a loophole in the agreement that could allow Russia to flood the U.S. market with enriched uranium?

Answer: On February 1, 2008 Secretary of Commerce Gutierrez and Russian Federal Atomic Energy Agency Director Kiriyenko signed an amendment to the Suspension Agreement governing exports of Russian uranium products into the U.S. commercial market. This agreement updates a suspension agreement that has been in force since 1994, and provides for imports of low-enriched uranium derived from highly-enriched uranium under the U.S.-Russia Highly Enriched Uranium Agreement, as well as increased flexibility for imports of Russian commercial low enriched uranium as implementation of the Highly Enriched Uranium Agreement is completed in 2013

The State Department supports the efforts of the Justice Department to maintain the Commerce Department’s interpretation of the antidumping laws to allow it to regulate (as necessary) the entry of low enriched uranium from foreign sources. The Department also supports legislation to this effect.
