Construction Contract Awarded for New Embassy Facilities in Jakarta, Indonesia

The Department of State’s Bureau of Overseas Buildings Operations (OBO) announces the $302 million design/build contract, awarded through best value determination, of the new U.S. Embassy in Jakarta, Indonesia to BL Harbert International of Birmingham, Alabama.

New diplomatic facilities totaling 47,000 square meters will be constructed on the existing embassy complex. The embassy is located in the historic center of Jakarta, surrounded by national government offices. When completed, the project will provide state-of-the-art workspace for approximately 1,300 embassy employees.

The new complex will include a 10-story tower for consular and office space, with an attached residence for Marine security guards, as well as a multi-story parking garage.

The concept design architect is Davis Brody Bond Architects and Planners of New York, New York and the architect of record is Page Southerland Page of Arlington, Virginia.

The new facility will incorporate innovative sustainability features, including an exterior sunscreen to optimize day lighting while reducing heat gain and energy consumption, reduced water use plumbing fixtures, rain gardens, and indigenous and adapted plant species for reduced irrigation demand. The facility’s design targets Leadership in Energy and Environmental Design (LEED®) Silver certification by the U.S. Green Building Council.

Since 1999, as part of the Department’s Capital Security Construction Program, OBO has completed 94 new diplomatic facilities and has an additional 38 projects in design or construction.

OBO’s mission is to provide safe, secure and functional facilities that represent the U.S. government to the host nation and support our staff in the achievement of U.S. foreign policy objectives. These facilities should represent American values and the best in American architecture, engineering, technology, sustainability, art, culture, and construction execution.
