American Recovery and Reinvestment Act
- The American Recovery and Reinvestment Act (ARRA) was signed into law on February 17th, 2009.
- ARRA appropriated $70 million toward site acquisition and Phase 1 of development.

Site Selection Process
- June 29, 2009: GSA posted FBO Announcement.
- Approximately 30 sites in 5 states evaluated.
- Sites that best met evaluation criteria at each level were moved forward in the selection process.
- On November 30, 2009: preferred site identified as Hunt Ray/Crismer Farms.

Bureau of Diplomatic Security
MISSION STATEMENT:
"The Bureau of Diplomatic Security provides a secure platform for the conduct of U.S. foreign policy."
- Diplomatic Security (DS) is the security and law enforcement arm of the U.S. Department of State.
- DS protects people, property, and information at U.S. embassies and consulates worldwide.
- In the U.S., DS protects the Secretary of State, conducts visa and passport fraud investigations, and provides protection for some visiting foreign dignitaries.
PROJECT PURPOSE
- Current training is conducted at 19 contracted locations nationwide.
- Partial consolidation is needed to improve efficiency and meet current facility standards.
- Establish a facility from which to conduct training for a wide array of law enforcement and security disciplines –train up to 10,000 students per year.
- The facility will be fully secured and safe within the community in which it resides.

National Environmental Policy Act (NEPA)
- NEPA requires agencies to consider the environmental impacts of proposed actions prior to taking any significant action.
- GSA will prepare an Environmental Assessment (EA) that will analyze the impacts of the proposed action on the natural, social, and cultural environments.
National Historic Preservation Act (NHPA)
- NHPA is the core legislation regarding the preservation of historic and cultural properties in the United States.
- Section 106 of NHPA requires federal agencies to take into account the effects of their undertakings on historic properties.
- Consultation has been initiated to assess the effects of the undertaking on historic properties and to seek ways to avoid, minimize, or mitigate any adverse effects.
