At the left of the chart, Working Groups are shown reporting to the Stabilization and Reconstruction Policy Coordinating Committee (chaired by S/CRS and NSC). Working Groups are as follows:
  • Humanitarian
  • Transitional Security
  • Rule of Law
  • Monitoring
  • Infrastructure
  • Economic Stabilization
  • Governance and Participation
  • Resources Management

At the right of the flow chart is the Regional Standing Policy Coordination Committee.

In the center of the flow chart is the Country Reconstruction and Stabilization Group. Participants are drawn from the group at the left (Stabilization and Reconstruction Policy Coordination Committee) and the right (Regional Standing Policy Coordination Committee) to create the Country Reconstruction and Stabilization Group. The Country Reconstruction and Stabilization Group is co-chaired by S/CRS and Regional Assistant Secretary. Operations of the Country Reconstruction and Stabilization Group are headed by the Policy Director (Regional) and Chief Operating Officer (S/CRS). The Country Reconstruction and Stabilization Group reports to the Deputies Committee shown at the top of the chart. The functions of the Group are to:

  • Prepare policy options;
  • Oversee country stabilization and reconstruction efforts;
  • Develop and manage operational packages for deployment; and
  • Guide and backstop field operations.
