Organization for Security and Cooperation in Europe (OSCE)

The Organization for Security and Cooperation in Europe contributes to counterterrorism efforts by using its expertise in conflict prevention, crisis management and early warning. Many effective counterterrorism measures fall into areas where the OSCE is already active, such as police training and border monitoring. The OSCE's comprehensive approach to security provides advantages in combating terrorism by identifying and addressing various social, economic and/or political factors that may lead to underlying conditions that terrorists can use to recruit members and raise funds. Over the last few years, projects such as travel document security, and MANPADS assessments have been taken on by the ATU, the OSCE's Anti-Terrorism Unit.
