OAS Inter-American Committee Against Terrorism

The third regular session of the OAS Inter-American Committee Against Terrorism (CICTE) will take place in San Salvador January 22-24. The annual meeting will focus on regional cooperation, emerging threats and a new CICTE work plan aimed at transforming last year's policy planning into concrete programs. The United States signed the new Inter-American Convention Against Terrorism this year and the President is expected to present the Convention for ratification to the U.S. Senate in the near term.

The CICTE meeting is expected to yield a Declaration highlighting the political commitment of member states to prevent, combat, and eliminate terrorism from the hemisphere. At the CICTE session member states will also prepare recommendations to the upcoming Conference on Hemispheric Security.

S/CT Deputy Coordinator Stephanie Kinney is the U.S. representative serving as Chair of the preparatory process. A planning meeting was held October 28, where participants reviewed the agenda for the January meeting, discussed revised statutes and rules of procedures governing CICTE, and the new CICTE work plan for 2003-2004.

Two additional preparatory meetings will be held on November 15 and December 2, during which participants will prepare for Ministerial Review and approval drafts of the aforementioned Declaration (to be named the Declaration of San Salvador), recommendations to the Conference on Hemispheric Security, and the CICTE work plan for 2003-2004.
