Senior Policy WorkshopOffice of CounterterrorismAsuncion, Paraguay November 20, 2002 The State Department’s Office of Counterterrorism (S/CT) presented a Senior Official Policy Workshop October 28-31 in Asuncion, Paraguay. The U.S. workshop team was comprised of representatives from S/CT, the Health and Human Services Department, the Joint Chiefs of Staff, the U.S. Southern Command, and Embassy Asuncion. Fifty-five Paraguayan officials from the Ministries of Defense, Health, Foreign Affairs, and Interior participated, along with delegations from the National Police, Atomic Energy Commission, Emergency Response Office, National Defense Council, and two National Volunteer Fire Departments. U.S. Ambassador to Paraguay, David Greenlee, and Paraguanyan Vice Minister of Foreign Affairs, Manuel Casseres, opened the workshop. They also participated in the final day of the Policy Workshop, along with Paraguayan Ministers of Defense, Interior, Health, and the Secretary of the Emergency Preparedness Committee. Officials reviewed responses to incidents involving weapons of mass destruction and developed a list of priorities for future counterterrorism efforts. The workshop was a significant first step in increasing the Government of Paraguay’s awareness of the complexities of preventing and responding in an interagency context to terrorist incidents. U.S.-Paraguayan cooperation in the Global War on Terrorism was strengthened as a result of the workshop. The interest and commitment shown by the Paraguayan officials will serve as a basis for further CT training in Paraguay.
