Note 2: Several bureaus assigned resources to Diplomatic Activity, although it is not a a strategic goal. The Office of the Secretary and the Office of the Legal Advisor make up a majority of these resources. This category will be eliminated in the FY 2004 Performance Plan and FY 2003 Performance Report.
