The President's Management Agenda (PMA) is the President's strategy for improving the management and performance of the federal government, with a focus on results. Each quarter, the Office of Management and Budget (OMB) releases an executive scorecard that rates agencies' progress and overall status on PMA initiatives. The scorecard employs a color-coded grading scale of red, yellow, and green commonly used by businesses today: 
Green for success; 
Yellow for mixed results; and 
Red for Unsatisfactory.
