The two-column diagram, Old to New Strategic Goal Crosswalk, depicts the Department of State's transition from the Old Strategic Goal Framework to the New Strategic Goal Framework.

Under the Old Strategic Goal Framework (Old Framework), Strategic Goal One, Achieving Peace and Security, focused on two aspects of Achieving Peace and Security. In the New Strategic Goal Framework (New Framework), those two aspects become Strategic Goal One: Counter threats to the United States and the international order and advance civilian security around the world; and Strategic Goal Two: Effectively manage transitions in the frontline states.

Under the Old Framework, Strategic Goals Two, Three, and Four, respectively were: Governing Justly and Democratically, Investing in People, and Promoting Economic Growth and Prosperity. In the New Framework, these three critical strategic goals have been synthesized into one goal--Strategic Goal 3: Expand and sustain the ranks of prosperous, stable and democratic states by promoting effective, accountable, democratic governance; respect for human rights; sustainable, broad-based economic growth; and well-being.

Under the Old Framework, Strategic Goal Five was Providing Humanitarian Assistance. In the New Framework, it is Strategic Goal Four and has been expanded to: Provide humanitarian assistance and support disaster mitigation.

Under the New Framework, Strategic Goal Five emphasizes Economic Diplomacy. In the New Framework, Strategic Goal Five is Support American prosperity through economic diplomacy.

Under the Old Framework, Strategic Goal Six was Promoting International Understanding. In the New Framework, Strategic Goal Six has been expanded to: Advance U.S. interests and universal values through public diplomacy programs that connect the United States and Americans to the world.

Under the Old Framework, Strategic Goal Seven was Strengthening Consular and Management Capabilities. In the New Framework, Strategic Goal Seven has been expanded to: Build a 21st Century workforce; and achieve U.S. Government operational and consular efficiency and effectiveness, transparency and accountability; and secure a U.S. Government presence internationally.
